All Non EU visitors are entitled to claim back the VAT on goods they purchase & subsequently export, which is an incentive to spend more money. The retailer must complete a government 407 form in order for the customer to reclaim this VAT.
Historically this refund system involved non EU customers identifying themselves as eligible and asking for a manual 407 form.
